Regulations for Organization and Operation of Human Research Ethics Review Board Article 10
The aforesaid way of making a decision in an IRB meeting is by majority rule in principle. When a decision is made by means of voting, both positive and negative votes shall be recorded. Board members not attending the meeting shall not vote.
