Regulations on the Work of Community Development Article 6
The township (city, district) competent authorities shall guide the residents in the communities to establish community development associations according to the law and promote the work of community development according to the constitutions of the associations. The model constitution of community development associations shall be prescribed by the central competent authority.The promotion of community development shall be implemented by means of investigation, research, consultation, coordination, planning, execution, and evaluation and so forth.The competent authorities shall send professional workers to guide the work referred to in the above paragraph.

鄉（鎮、市、區）主管機關應輔導社區居民依法設立社區發展協會，依章程推動社區發展工作；社區發展協會章程範本由中央主管機關定之。
社區發展工作之推動，應循調查、研究、諮詢、協調、計畫、推行及評估等方式辦理。
主管機關對於前項工作應遴派專業人員指導之。
