Veterinarian Act Article 3
The term "competent authority" in this Act shall refer to the Council of Agriculture at the central government level （hereinafter the "central competent authority"）, the municipal government of a special municipality （hereinafter the "local competent authority"）, and the city or county government at the local level （hereinafter the "local competent authority"）.
