Enforcement Rules of the Wildlife Conservation Act Article 9
In reference to Article 8, Paragraph 3 of the WCA, if the existing facilities, land utilization or development activities may cause any significant impact on wildlife in the area, the municipal or county (city) Authorities shall immediately begin an initial investigation. In the case of emergency situations, proper measures shall be taken and a report shall be made to the NPA.The municipal or county (city) Authorities may commission their affliated agencies, other agencies or organizations to complete the investigation with provision of the following documents and reported to the NPA:1.Owner, user, or occupant and target business authority of the existing facilities, land utilization or development activities;2.The impacted area's location boundary, surface area and position map;3.Present situation regarding the existing facilities, land utilization or development activities, etc.;4.Basic information on wildlife within the area, present situation of affected wildlife and reasons for impact;5.Provision of feasible method for improvement;6.Other information required by the NPA.

本法第八條第三項所定既有之建設、土地利用或開發行為，對野生動物可能產生重大影響者，直轄市、縣（市）主管機關應即進行初步查證，如遇情況緊急，應為必要處置，並即報中央主管機關。
前項查證，直轄市、縣（市）主管機關得委任所屬機關、委託其他機關、機構或團體辦理，並檢附下列資料報中央主管機關：
一、該既有之建設、土地利用或開發行為之所有人、使用人或占有人及目的事業主管機關。
二、受影響地區之範圍、面積及位置圖。
三、既有建設、土地利用或開發等行為之現況。
四、當地野生動物之基本資料與受影響之狀況及原因。
五、可行之改善辦法及期限。
六、其他中央主管機關指定之資料。
前項查證，直轄市、縣（市）主管機關得委任所屬機關、委託其他機關、機構或團體辦理，並檢附下列資料報中央主管機關：
一、該既有之建設、土地利用或開發行為之所有人、使用人或占有人及目的事業主管機關。
二、受影響地區之範圍、面積及位置圖。
三、既有建設、土地利用或開發等行為之現況。
四、當地野生動物之基本資料與受影響之狀況及原因。

六、其他中央主管機關指定之資料。
