ENFORCEMENT RULES OF SLOPELAND CONSERVATION AND UTILIZATION ACT Article 15
(Incentive for Conservation)Potential for agricultural development as mentioned in Paragraph 2, Article 17 of the Act refers to any of the following circumstances:1. Where regional planning for agricultural development is conformed to.2. Where the natural conditions and the mode of agricultural operation are of exemplary significance.3. Where land suitable for agriculture is concentrated in the area and susceptible to continued development.4. Where soil and water conservation can be actively handled, mechanical operation can be launched, and public facilities can be developed on the land in the area.

本條例第十七條第二項所稱具有農業發展潛力者，指下列各款情形之一而言：
一、能配合區域性農業發展計畫者。
二、區域內自然條件及農業經營形態具有代表性者。
三、區域宜農牧地集中，且具有繼續開發可能者。
四、區域內土地能積極實施適當水土保持處理，推行機械化經營與公共設施興建者。
