Regulations for Tuna Longline Fishing Vessels Proceeding to the Indian Ocean for Fishing Operation Article 31
Depending on the quota utilization in the current year, the competent authority may announce the additional bigeye tuna or yellowfin tuna quota that can be applied for.Any tuna longline fishing vessel that meets the following requirements may apply for the bigeye tuna quota as referred to in the preceding paragraph:(1) Its allowed individual vessel quota of bigeye tuna shall be 70% of the quota as announced pursuant to Article 24, paragraph 1. For a small scale tuna longliner as referred to in Article 24, paragraph 7, its allowed individual vessel quota of bigeye tuna shall be 70% of the combined individual vessel quota.(2) Its bigeye tuna catch amount has reached 70% of its allowed individual vessel quota but does not exceed.Any tuna longline fishing vessel that meets the following requirements may apply for the yellowfin tuna quota as referred to in paragraph 1:(1) Its allowed individual vessel quota of yellowfin tuna shall be 80% of the quota as announced pursuant to Article 24, paragraph 1. For a small scale tuna longliner as referred to in Article 24, paragraph 7, it allowed individual vessel quota of yellowfin tuna shall be 80% of the combined individual vessel quota.(2) Its yellowfin tuna catch amount has reached 80% of its allowed individual vessel quota but does not exceed.In case that, with the additional quota applied pursuant to the preceding two paragraphs, the allowed individual vessel quota exceeds the limits as stipulated in Article 24-1, paragraph 1, the competent authority will not grant the part of the quota that exceeds the limit.The additional quota acquired in accordance with paragraph 1 shall not be transferred.

主管機關得視當年度漁獲配額使用情形，公告可申請分配之大目鮪或黃鰭鮪配額。
鮪延繩釣漁船符合下列規定者，得申請前項大目鮪配額：
一、大目鮪單船許可配額應達第二十四條第一項公告之單船配額百分之七十。
但第二十四條第七項之小釣船，應達其合併後之單船配額百分之七十。
二、大目鮪漁獲量達單船許可配額百分之七十，且未超過單船許可配額。
鮪延繩釣漁船符合下列規定者，得申請第一項黃鰭鮪配額：
一、黃鰭鮪單船許可配額應達依第二十四條第一項公告之單船配額百分之八十。
但第二十四條第七項之小釣船，應達其合併後之單船配額百分之八十。
二、黃鰭鮪漁獲量達單船許可配額百分之八十，且未超過單船許可配額。
依前二項申請分配配額，致單船許可配額超過第二十四條之一第一項規定上限者，主管機關不予核給超過上限之部分。
申請取得第一項配額，不得轉讓。
