Fishermen Associations Act Article 11
In the case that there are 100 fishermen or above with qualified membership in a fishing district, they may take the initiative to organize a regional fishermen association.A subordinate fishermen association shall join a superior fishermen association as a member and is subject to the guidance and assistance of a superior fishermen association. Such regulations shall be prescribed by the central competent authority.

漁區內具有會員資格之漁民滿一百人以上時，得發起組織區漁會。
下級漁會應加入上級漁會為會員，並應受上級漁會之輔導；其辦法由中央主管機關定之。
