Fishing Port Act Article 15
The competent authority shall, in accordance with the scale and waters of a fishing port, announce the total tonnages and number of fishing vessels that can register with and anchor in the fishing port.The competent authority may, in accordance with the fishing port area actually in use, restrict vessels not registered with the fishing port from entry for anchoring. Vessels seeking refuge are not subject to this restriction.

主管機關應依漁港規模、水域，公告得設籍停泊該漁港漁船之總噸位及艘數。
主管機關得依漁港區域實際使用狀況，限制設籍漁船以外船舶入港停泊。
但為緊急避難者，不在此限。
