The Enforcement Rules for the Forestry Act Article 5
The term undeveloped mountains and lands, as used in Paragraph 1, Article 6 of this Act, shall include mountains, hills, coasts, beaches and fields owned by the state, government or natural person that are left idle and are unsuitable for producing agricultural crops.
