The Forestry Act Article 17
A forest region, subject to approval of an environmental impact assessment, may be designated as a forest recreation area; the establishment and regulation of this area shall be the responsibility of the central government agency.A forest recreation area may collect fees for environmental improvement, maintenance, and cleaning; amusement facilities may collect a usage fee; such fees shall be regulated by the central government agency.
