Regulations for Administration on Contracted Public Stock Keeper Article 2
The Council of Agriculture, Executive Yuan (hereinafter referred to as "COA") in accordance with Article 8, Paragraph 1 of this Act, may commission all or parts of the following public stock transactions to contracted public stock keepers (CPSK):1. Collection of paddy and related transactions2. Rice storage and related transactions3. Rice milling, processing, and distribution related transactionsCOA can delegate regional branches (hereinafter referred to as "the Branch") of the Agriculture and Food Agency (hereinafter referred to as "AFA") to supervise and manage contracts signing and implementation in accordance with the Regulations.

行政院農業委員會（以下簡稱本會）得將下列公糧業務之全部或一部，依本法第八條第一項規定，委由公糧業者辦理：
一、稻穀經收業務。
二、稻米保管業務。
三、稻米加工及撥付業務。
本會得就本辦法所定契約簽訂與執行之監督及其他管理事項，委任本會農糧署（以下簡稱農糧署）各區分署（以下簡稱分署）為之。
