Employment Service Act Article 49
Foreign embassies, consulates, agencies, international organizations, and their staff, operating within the Republic of China and intending to employ foreign workers, must apply to the Ministry of Foreign Affairs for an employment permit. The Ministry of Foreign Affairs, in collaboration with the Central Competent Authority, shall develop regulations regarding: the issuance and annulment of employment permits for foreign workers employed by these international entities, other administrative matters related to the employment of such foreign workers.

各國駐華使領館、駐華外國機構、駐華各國際組織及其人員聘僱外國人工作，應向外交部申請許可；其申請許可、廢止許可及其他有關聘僱管理之辦法，由外交部會商中央主管機關定之。
