Vocational Training Act Article 31
The Central Competent Authority shall conduct skills certification for upgrading skill level and establishing the certificate system.The Central Competent Authority, if necessary, may entrust or commission relevant agencies (institutions) or organizations to conduct the skills certification referred to in the preceding paragraph.
