Before handling the Controlled Chemicals, a handler shall apply to the central competent authority for permission. No handling shall be commenced without permission.Those who, before the implementation of these Regulations, have domestically handled the Controlled Chemicals as defined in Article 2, shall within one year of these Regulations coming into force obtain a permit.
