Regulations for Safety Inspection of Hazardous Machines and Equipment Article 6
The inspection of the domestic (homemade) hazardous machines/equipment shall be subject to these Regulations and the relevant provisions stipulated in the Occupational Safety and Health Act, as well as the whole or part of the stipulations contained in the national standards, international standards or association standards which are endorsed and designated by the central governing authority.Those hazardous machines/equipment which are either directly imported or locally designed and manufactured as per the aforesaid international standards based on the contractual agreement, may be granted to be inspected in compliance with the same international standards. However, in this connection, the aforesaid machines/equipment shall also be subject to the stipulations of the same standards relevant to material selection, mechanical properties, construction methods, construction techniques and inspection methods.To apply for designation of the international standards mentioned in the preceding Paragraphs 1 and 2, the applicant shall submit the proposed international standards in advance to the central governing authority for approval. In the course of inspection, the Inspecting Organization may request the applicant to present convincing evidence relevant to the qualification of its previous inspection.For underground liquefied natural gas storage tanks, double-shell liquefied natural gas storage tanks consisting of concrete outer shell and steel inner shell, and covered storage tanks, etc. that involve special structures or installation methods, the business entity shall proceed in accordance with the following requirements in advance and submit a risk evaluation report to the central governing authority for review. Unless the review is passed and the inspection standards are confirmed, the applicant shall not apply for any inspections:1. When reviewing the risk evaluation report, a narration of the major consideration in planning and design, the proposed inspection standards to be adopted, and a written commitment of the risk obligations shall be provided.2. The risk evaluation report and the risk control strategy plan shall be duly signed by the designer and the manufacturer.3. The contents of the risk evaluation report shall include a description of the risk scenarios, a quantitative risk evaluation, the evaluation results, the risk control strategy plan, and the committed risk control measures.The central governing authority may commission relevant professional groups or institutions to handle the review operations mentioned in the preceding Paragraph.

國內製造之危險性機械或設備之檢查，應依本規則、職業安全衛生相關法規及中央主管機關指定之國家標準、國際標準或團體標準等之全部或部分內容規定辦理。
外國進口或於國內依合約約定採用前項國外標準設計、製造之危險性機械或設備，得採用該國外標準實施檢查。
但與該標準相關之材料選用、機械性質、施工方法、施工技術及檢查方式等相關規定，亦應一併採用。
前二項國外標準之指定，應由擬採用該國外標準實施者，於事前檢具各該國外標準經中央主管機關認可後為之。
檢查機構於實施檢查時，得要求提供檢查證明文件佐證。
對於構造或安裝方式特殊之地下式液化天然氣儲槽、混凝土製外槽與鋼製內槽之液化天然氣雙重槽、覆土式儲槽等，事業單位應於事前依下列規定辦理，並將風險評估報告送中央主管機關審查，非經審查通過及確認檢查規範，不得申請各項檢查：
一、風險評估報告審查時，應提供規劃設計考量要項、實施檢查擬採規範及承諾之風險承擔文件。
二、風險評估報告及風險控制對策，應經設計者、製造者簽認。
三、風險評估報告之內容，應包括風險情境描述、量化風險評估、評估結果、風險控制對策及承諾之風險控制措施。
前項審查作業，中央主管機關得委託相關專業團體或機構辦理。
外國進口或於國內依合約約定採用前項國外標準設計、製造之危險性機械或設備，得採用該國外標準實施檢查。
