The elements listed below shall be considered while planning the mass rapid transit system:1. Geographic conditions.2. Population distribution.3. Environmental sustainability and net-zero emission targets.4. Land use planning and development.5. Social and economic activities.6. Trends in urban transportation development.7. Integrated development of transportation systems.8. Impact on the road traffic adjacent to the mass rapid transit system with non-exclusive right-of-way.9. Other relevant issues.

一、地理條件。
二、人口分布。
三、環境永續及淨零減碳目標。
四、土地之利用計畫及其發展。
五、社會及經濟活動。
六、都市運輸發展趨勢。
七、運輸系統之整合發展。
八、採用非完全獨立專用路權路段所經鄰近道路之交通衝擊。
九、其他有關事項。
