Regulations Governing General Aviation Article 2
“General Aviation Enterprise” means an enterprise engaging in the aviation business other than Civil Air Transport Enterprise for compensation, including aerial tourism, survey, photographing, fire-fighting, searching, paramedic, hauling and lifting, spraying and dusting, drone-hauling service, business charter, as well as other authorized aviation service.A general aviation enterprise that operates business charter shall provide private and exclusive aviation passenger transportation with an airplane or helicopter having a passenger-seat configuration of 19 seats or fewer, excluding each crewmember seat, and shall not engage in individual solicitations.

普通航空業，指以航空器經營民用航空運輸業以外之飛航業務而受報酬之事業，包括空中遊覽、勘察、照測、消防、搜尋、救護、拖吊、噴灑、拖靶勤務、商務專機及其他經核准之飛航業務。
普通航空業經營商務專機業務，應以座位數十九人以下之飛機或直昇機提供單一客戶專屬客運服務，不得有個別攬客行為。
