Aircraft Flight Operation Regulations Article 285-4
An operator may be permitted to establish minimum flight altitudes for those routes flown for which minimum flight altitudes have been established by the state, provided they shall not be less than those established by that state. If the minimum altitudes have not been established by the state flown over, the operator shall establish minimum altitude, which are no less than the instrument flight altitude standards that required by the “Rules of the air”.

航空器使用人得訂定其各航路之最低飛航高度，但不得低於該航路所在國已公布者。
航路飛經之所在國未公布最低飛航高度者，航空器使用人應訂定之，但不得低於飛航規則訂定之儀器飛航高度標準。
