Aircraft Flight Operation Regulations Article 201-2
No person may serve as Director of Operations unless he/she knows the content of the operator’s operations manual, operations specifications and all other pertinent regulations and rules that are necessary for the proper performance of his duties and1. Holds or has held, an airline transport pilot or commercial pilot licence and rating and has at least three years of experience as pilot-in-command (PIC) of a large aircraft; or2. Has at least three years of experience as a Director of Flight Operations of Civil Air Transport Enterprise or General Aviation Enterprise of comparable responsibility.

航務主管除應熟悉與其業務相關各類手冊、營運規範及相關民航法規外，並應具備下列條件之一：
一、持有或曾持有民航運輸駕駛員檢定證或商用駕駛員檢定證並擔任機長三年以上經驗。
二、擔任民用航空運輸業或普通航空業航務管理或監督業務三年以上之經驗。
