Regulations of Repair Station Certification and Management for Aviation Products, Appliances and Parts Article 17
The qualifications of persons authorized to approve the return to service of Aviation Products, Appliances and Parts under the repair station certificate and operations specifications, shall comply with the Regulations Governing Licences and Ratings for Airmen Management. Persons engaged in the issuing of return to service certificates of Aircrafts shall also obtain the Aircraft owner or operator’s authorization.A certificated repair station located outside the Republic of China must ensure each person authorized to approve an article for return to service under the repair station certificate and operations specifications is—1) Trained in or has 24 months practical experience with the methods, techniques, practices, aids, equipment, and tools used to perform the maintenance, preventive maintenance, or alterations; and2) Thoroughly familiar with the applicable regulations in this chapter and proficient in the use of the various inspection methods, techniques, practices, aids, equipment, and tools appropriate for the work being performed and approved for return to service.A certificated repair station must ensure each person authorized to approve an article for return to service understands, reads, and writes English.

國內維修廠執行檢定證書及營運規範權限下航空產品與其各項裝備及零組件恢復可用之簽證人員資格，應符合航空人員檢定給證管理規則之規定。
從事航空器恢復可用之簽證人員，並應取得航空器所有人或使用人之授權。
設立於國外之維修廠之前項人員應具備下列條件：
一、完成訓練且對其所負責工作應有二十四個月以上實際經驗，並確實瞭解其工作方法、技術、實作、輔助器具、裝備及工具之應用，以執行維修或預防性維修。
二、確實瞭解本規則與民航相關法規及熟悉使用之工作方法、技術、實作、輔助器具、裝備及工具之應用，以核准執行維修或預防性維修之恢復可用。
維修廠應確保第一項及第二項簽證人員具有英文瞭解、閱讀及書寫能力。
從事航空器恢復可用之簽證人員，並應取得航空器所有人或使用人之授權。
設立於國外之維修廠之前項人員應具備下列條件：
