Regulations Governing Licences and Ratings for Airmen Article 112
The privileges of the holders of an air traffic controller certificate shall be annotated with appropriate category of rating and compliance with English language proficiency at Level 4 to 6 for Airman Radiotelephony Communications.Air traffic controller certificate holders shall be familiar with current operational status, and provide or supervise the provision of air traffic control services in compliance with privileges granted by the appropriate ratings.
