Rules of the Air Article 30
A flight plan shall be submitted prior to operating:1. any flight or portion thereof to be provided with air traffic control service;2. any flight within or into designated areas, or along designated routes, when so required by the appropriate ATS authority to facilitate the provision of flight information, alerting and search and rescue services, or within any other areas as may be required by air traffic services unit;3. any flight within or into designated areas, or along designated routes, when so required by the appropriate ATS authority to facilitate coordination with appropriate military units or with air traffic services units in adjacent States in order to avoid the possible need for interception for the purpose of identification;4. any flight across international borders.

執行下列各項飛航前，應提報飛航計畫：
一、全部或其某一段需要航管服務之飛航。
二、在指定區域內、進入指定區域或沿指定航線，為使適當飛航服務主管機關便於實施飛航情報、守助、搜尋及救護等業務之飛航，或其他區域內經飛航服務單位要求之飛航。
三、在指定區域內、進入指定區域或沿指定航線，為使適當飛航服務主管機關便於與軍事單位或鄰近國家航管單位協調，以避免因識別問題而遭遇可能之攔截行動。
四、有超越國境邊界之飛航。
一、全部或其某一段需要航管服務之飛航。
