Fee-charging Standards for the Use of State-operated Airports, Navigation Aids and Related Facilities Article 14-1
Airport Service Charge for Departing Transfer and Transit Passengers (ASCTT) for passengers transferring and transiting on international flights shall be charged according to the rates in Paragraph 2. The following passengers are exempted from the charge:1. Passengers and their accompanying families who have been informed to CAA with the courtesy notice by the Ministry of Foreign Affairs, above-mentioned qualifications are limited to the treaties, agreements, project approved by the Ministry of Foreign Affairs or in accordance with the conditions of reciprocity.2. Passengers who are under 2 years old.ASCTT referred to in the preceding paragraph shall be charged by the airline companies along with the flight ticket according to the following rates:1. Prior to August 31, 2026: NT$500 per person.2.From September 1, 2026, to August 31, 2028： NT$750 per person.3.Effective from September 1, 2028 ：NT$1,000 per person.Passengers who hold the exclusive ASCTT ticket should pay the fee to the airline companies when deal with the departure procedure.ASCTT paid by passengers who did not transfer and transit could be applied for a full refund without any charge from the airline companies.Airline companies shall send the list of passengers and daily report to the airport for censoring at next working day. And according to the monthly information of collective ASCTT from the airport, airline companies shall pay the fee to the banks designated by CAA before the 16th of the following month.The handling fee for the airline's collection service for the ASCTT remitted in accordance with the preceding paragraph shall be allocated based on the following rates:1.Prior to August 31, 2026: Two point five percent (2.5%) of the collected amount.2.From September 1, 2026 to August 31, 2028: Two percent (2%) of the collected amount.3.Effective from September 1, 2028: One point five percent (1.5%) of the collected amount.

搭乘民用航空器轉機過境之乘客，除下列各款人員外，每人應依第二項費率繳納轉機過境設施使用費：
一、經外交部通知給予禮遇之外賓與其隨行眷屬。
但以經條約、協定、外交部專案核定或符合互惠條件者為限。
二、未滿二足歲之兒童。
前項轉機過境設施使用費由航空公司依下列費率隨機票代收：
一、中華民國一百十五年八月三十一日以前，每人新臺幣五百元。
二、自中華民國一百十五年九月一日起至一百十七年八月三十一日止，每人新臺幣七百五十元。
三、自中華民國一百十七年九月一日起，每人新臺幣一千元。
持有未含轉機過境設施使用費機票之乘客，應於辦理轉機過境報到手續時，向航空公司櫃檯補繳該項費用。
已依前三項規定繳納轉機過境設施使用費之乘客未轉機過境者，得申請全額退還，航空公司不得收取任何費用。
航空公司應將當日轉機過境乘客名單及日報表於次一工作日送航空站審核，並依航空站於每月最後一日前所送達前一個月之轉機過境設施使用費收費資料，連同繳款書於次月十六日前，向民用航空局指定銀行繳納。
航空公司依前項規定所解繳之轉機過境設施使用費，應依下列比率作為該公司代收之手續費：
一、中華民國一百十五年八月三十一日以前，依收取金額之百分之二點五。
二、自中華民國一百十五年九月一日起至一百十七年八月三十一日止，依收取金額之百分之二。
三、自中華民國一百十七年九月一日起，依收取金額之百分之一點五。
