A regulated agent shall impose restrictions on the personnel and vehicles, and the articles to be carried or transported by such personnel or vehicles that may have access to the place where cargo is accepted, handled and stored.A regulated agent shall request that a known shipper impose restrictions in accordance with the provisions of the preceding paragraph.
