Civil Aviation Act Article 64-1
A general aviation enterprise that operates business charter shall provide private and exclusive aviation passenger transportation with an airplane or helicopter having a passenger-seat configuration of 19 seats or fewer, excluding each crewmember seat, and shall not engage in individual solicitations.Rules governing the business items of general aviation enterprise, application for permission to set up the said enterprise, application for permit, Air Operator Certificate, registration, cancellation and renewal, amount of capital, change in company registration, procurement of aircraft, conditional purchase and sale, lease of aircraft, limitation of aircraft age, application for making a flight, collection of certificate fees, management of operation and other matters to be observed shall all be enacted by MOTC.

普通航空業經營商務專機業務，應以座位數十九人以下之飛機或直昇機提供單一客戶專屬客運服務，不得有個別攬客行為。
