Civil Aviation Act Article 29
An airfield may be established and operated by the central or local governments, by ROC citizens or legal persons specified in Article 10, paragraph 1, subparagraph 3 of this Act after applications filed with CAA and approved by MOTC in consultation with authorities concerned. The same requirements shall apply to the lease, transfer or abolition of airfields.The operators and managers of an airfield as stated in the preceding paragraph shall be limited to ROC citizens.

飛行場得由中華民國各級政府、中華民國國民或具有第十條第一項第三款規定資格之法人向民航局申請，經交通部會同有關機關核准設立經營；其出租、轉讓或廢止時，亦同。
前項飛行場之經營人及管理人應以中華民國國民為限。
