The Commercial Port Law Article 22
Ships berthed inside the commercial port should shall immediately adopt emergency measures to prevent danger or remove or depart from the port according to the instructions of the Commercial Port Administrative Authority, Maritime and Port Bureau or the designated agencies.When ships do not remove or depart from the port according to the instructions of preceding paragraph, then the Maritime and Port Bureau or the designated agencies may take necessary measures.When ships berthed inside commercial ports encounter disaster, then the Commercial Port Administrative Authority, Maritime and Port Bureau or the designated agencies may move its location, even to an area outside the port according to the actual situation.

商港區域內之船舶於颱風警報發布後，應自行加強防颱措施或依商港經營事業機構、航港局或指定機關指示移泊或出港。
船舶不依前項指示移泊或出港者，得由航港局或指定機關為必要之處分。
商港區域內之船舶發生災害，商港經營事業機構、航港局或指定機關得視實際情況將其拖離船席或拖出港外。
