Regulations Governing the Operation and Management of Free Trade Zones Enterprises Article 7
The enterprise in FTZs shall assign two or more agents to manage relevant affairs of autonomous management operations.The agents mentioned above shall have attended the autonomous agreement management training courses conducted by the Management Authority, obtained a certificate of completion, and shall attend refresher course every five (5) years and obtain a new certificate upon passing.The enterprise in FTZs shall submit the following documents to the Management Authority for approval of the appointment of the agents; the same applies to the change of the agents:1.A list of agents.2.A copy of the certificate of completion of the autonomous management training courses or a copy of the certificate of passing the refresher course, both issued by the Management Authority.The Management Authority shall first consult with the local customs for the approval mentioned above; the approval period shall not exceed five (5) years. One month before the expiration of the approval period, the enterprise in FTZs shall resubmit an application for approval in accordance with the provision mentioned above.In the event that an enterprise in FTZs has one of the following circumstances in the previous year and has been punished by Customs, the Management Authority may require it to assign at least one agent to attend the refresher course in the current year:1.Violation of Paragraph 3, Article 37 or Paragraph 1, Article 38 of the Act in case of serious violations.2.In addition to the circumstances provided in the preceding subparagraph, violation of Articles 37 to 41 of the Act more than three times in total.3.Goods in violation of Article 42 of the Act have found any shortfall without any cause.Starting from January 1, 2027, the documents to be attached by enterprises in FTZs in accordance with Subparagraph 2, Paragraph 3 shall be certificates issued by the Management Authority within the past five (5) years.

自由港區事業應設置二名以上專責人員處理自主管理事項相關業務。
前項專責人員須經自由港區管理機關舉辦自主管理專責人員講習合格，取得結業證書，並應每五年複訓講習合格。
自由港區事業對於第一項專責人員之聘任，應檢附下列文件報請管理機關核准；專責人員異動時，亦同：
一、專責人員名冊。
二、管理機關核發之自由港區事業自主管理專責人員講習結業證書影本或複訓合格證明文件影本。
管理機關為前項之核准，應先會商所在地海關意見；其核准期間，不得超過五年。
核准期間屆滿一個月前，自由港區事業應依前項規定重新報請核准。
自由港區事業前一年度有下列情形之一，且經海關裁處者，管理機關得要求其指派至少一名專責人員參加當年度複訓講習一、違反本條例第三十七條第三項或第三十八條第一項規定，情節重大。
二、除前款情形外，違反本條例第三十七條至第四十一條規定，累計達三次以上。
三、違反本條例第四十二條規定之貨物經查核無故短少。
自中華民國一百十六年一月一日起，自由港區事業依第三項第二款規定檢附之文件，其證書及證明，須為近五年內管理機關核發者。
