The Law of Ships Article 83

The competent authority shall undertake to prescribe and give effect to the regulations on the passenger quota, contingency preparation and registration of small ship, issuance, renewal/replacement, annulment or withdrawal of Small Ship License, imposition of fees and other matters for compliance.The competent authority shall undertake to prescribe and give effect to the regulations on the hull, main engine, ancillary engine and stern shaft of small ships, on the inspection and measurement of the electrical equipment, drainage facility, steering, anchoring and mooring equipment, life-saving equipment, fire-fighting equipment and fireproof facilities, living and emergency escape facilities, navigating devices and other accessory devices, and on the imposition of inspection fee and measurement fee, and other matters for compliance.
