Seafarer's Service Regulations Article 87
Any seafarer that meets any one of the following circumstances shall be eligible for a written commendation or medal:1. Had excellent performance for more than ten years.2. Special merit in rescuing the vessel or other vessels in danger.3. Outstanding achievements in government loyalty.4. Preemptively notified or assisted in a major accident to prevent damage to the ship.5. Innovation or research that improved ship equipment.

船員有下列情形之一者，得頒發獎狀或獎章：
一、擔任船員十年以上，工作成績特優者。
二、救護本船或他船出險有特殊功績者。
三、效忠政府，功績卓著者。
四、遇重大事故能事先舉發或協助，使船舶轉危為安者。
五、對船舶機器設備研究改進或創造發明者。
