Shipping Act Article 17
For the purpose of developing the economy of the nation as a whole, materials and instruments imported by government and public sectors shall be provided at reasonable prices and in compliance with open and fair contest principles by appropriate vessel carriers who are recommended by the dedicated institutes approved by MOTC.The description, conditions applying to the procurement, procedures of approval and recommendation from the government, public sector and dedicated institutes, as well as management of such aforementioned materials and instruments shall be prescribed by MOTC in discussion with related authorities.

為發展國家整體經濟，有關政府機關及公營事業機構進口物資器材，由主管機關認可之專責機構規劃推薦適宜之船舶運送業，以合理價格及符合公開公平競爭原則，提供海運服務相關事宜。
前項政府機關及公營事業機構進口物資器材之品名、適用之採購條件與政府機關、公營事業機構、專責機構之認可、推薦之程序及管理等事項之辦法，由主管機關會商有關機關定之。
