Maritime Act Article 74
The issuer of a bill of lading shall be responsible for all acts which should be done as stated in the bill of lading.The issuer referred to in the preceding paragraph shall guarantee the acts of each consecutive carrier of the cargo; provided however that each consecutive carrier is only liable for the damage, loss and delay for delivery arose during his own voyage.

載貨證券之發給人，對於依載貨證券所記載應為之行為，均應負責。
前項發給人，對於貨物之各連續運送人之行為，應負保證之責。
但各連續運送人，僅對於自己航程中所生之毀損滅失及遲到負其責任。
