Regulations for Passenger Ship Administration Article 37
The master of a passenger ship that is exempted from providing a passenger list in accordance with Subparagraph 7, Paragraph 2, Article 11 of the Law of Ships shall report the number of passengers when the shipping administration authority checks such number.
