Regulations Governing the Management and Employment of Foreign National Seafarers Article 4
The vessel operators indicated in these regulations refer to the following:1. Operators of R.O.C. vessel carriers, the salvage industry, or the marine engineering industry that operate R.O.C. flag vessels as either bareboat charters or under commission.2. Operators of R.O.C. vessel carriers, the salvage industry, or the marine engineering industry that operate non-R.O.C. flag vessels as bareboat charters.

本規則所稱之船舶營運人如左：
一、中華民國籍船舶以光船出租或委託營運方式租予或委託中華民國船舶運送業、打撈業或海事工程業營運者，其營運人。
二、非中華民國籍船舶以光船出租方式租予中華民國船舶運送業、打撈業或海事工程業營運者，其營運人。
