Military Railway Transportation Act Article 15
In case the conveyance of military items by military railway transportation is less than one car capacity, it should not use a whole car, unless in an emergency. The conveyance of dangerous items shall be handled according to the rules governing the conveyance of dangerous items by railways.

鐵路軍事運輸之軍品不滿一車者，如非緊急狀況，不得使用一車。
