Power generating plant energy users’ consumption volume, category, and location of application shall be calculated on the basis of nationwide staging and zoning installed capacity specified in the National Power Supply and Demand Report, and the applicable installed capacity of the category of energy in the applied period shall not be exceeded.The location shall be identified by the parallel connection point between the power transmission lines of established or expanded energy consumption facilities applied by the power generating plant energy users and the grid.

能源用戶屬電力類者，其申請之使用數量、種類及區位，應以全國電力資源供需報告為基礎計算全國分期分區裝置容量，且不得超過申請期別該種類能源可供申請裝置容量。
前項區位，以電力類能源用戶申請新設或擴建能源使用設施輸電線路與電力網併聯點認定之。
