Water Act Article 65
To mitigate flood damages, the authority-in-charge may restrict use of land in the vicinity reached by flood through zoning regulation.The authority-in charge shall formulate and implement the restriction and zoning regulation under preceding paragraph based on flood history records and forecasts after the approval and public announcement by the superior authority.

主管機關為減輕洪水災害，得就水道洪水泛濫所及之土地，分區限制其使用。
前項土地限制使用之範圍及分區辦法，應由主管機關就洪水紀錄及預測之結果，分別劃訂，報請上級主管機關核定公告後行之。
