The procedure of establishing national standards is as follows:1. submitting a proposal2. drafting3. soliciting comments4. review5. determination6. approval and promulgationThe competent authority shall stipulate measures for the procedure of establishing national standards, as well as procedures for amendment, reaffirmation and revocation of national standards.
