Regulations Governing Electronic Licensing for the Export and Import of Commodities Article 2
The term "electronic licensing" in these Regulations refers to a permit that an applicant applies for from the International Trade Administration (hereafter referred to as “TITA”), Ministry of Economic Affairs for import/export approval via electronic documents (hereinafter to be written "electronic documents") by means of electronic data transfer. The aforementioned means of electronic data transfer include two kinds:1. Connecting and registering with the TITA's website in order to transfer the electronic document data.2. Transferring the electronic data of the electronic documents through the "Facile Trade Net."The Standard Message and Implementation Guidelines for Import/Export Approval Electronic Documents will be announced separately by the TITA.

本辦法所稱電子簽證，指申請人以電子資料傳輸方式向經濟部國際貿易署（以下簡稱貿易署）申請輸出入簽審文件（以下簡稱簽審文件）。
前項電子資料傳輸方式可分兩種：
一、連結貿易署網站，登錄簽審文件資料後傳輸。
二、透過簽審通關服務窗口傳輸簽審文件電子資料。
輸出入簽審文件電子資料標準訊息及其建置指引由貿易署另行公告之。
