To strengthen the availability of the human resources required for industrial development, the Executive Yuan shall designate an agency to establish mechanisms to coordinate the development of industrial human resources and promote the following:1. Coordination with the central government authorities in charge of the industries concerned to conduct surveys and projections on the supply and demand of human resources for key industries.2. Integration of supply and demand data relating to industrial human resources, and formulation of industrial human resource development strategies.3. Coordination of matters relating to the promotion of industrial human resources development.4. Promotion of planning for collaboration between industries, academic institutions, research institutions, and vocational training institutions.

為強化產業發展所需人才，行政院應指定專責機關建立產業人才資源發展之協調整合機制，推動下列事項：
一、協調各中央目的事業主管機關辦理重點產業人才供需調查及推估。
二、整合產業人才供需資訊，訂定產業人才資源發展策略。
三、協調產業人才資源發展之推動事宜。
四、推動產業、學術、研究及職業訓練機構合作之規劃。
