Measure Governing Oil in Emergency Management Article 9
The central competent authority may order the oil business, except the gasoline or LPG station, to submit the information on the sales of energy to specific users, in an emergency, which shall be the basis of the oil quotas criteria during the enforcement period.The specific users prescribed in the preceding paragraph include military sectors, shipping forwarders, airliner cargos, airline cargo operators, railway carriers, the electric generation business and other users specified by the central competent authority.

緊急時期，中央主管機關得命石油業者提報銷售特定用戶使用能源資料，作為實施配售措施時公告配油基準之依據。
但加油（氣）站業者，不在此限。
