爆炸物販賣業者，於取得籌設許可後，於一年內無正當理由未開始營業或營業後停業一年以上者，中央主管機關得廢止其許可。
爆炸物販賣業者，經核准增設營業分處所後，於一年內無正當理由未開始營業或營業後停業一年以上者，中央主管機關得廢止其核准。
