Sand and Gravel Excavation Act Article 13
When reviewing an application for a Sand and Gravel Excavation Permit, the Competent Authority of the Special Municipality or County (City) shall examine the documents and drawings submitted. If the information provided therein is incomplete or inadequate, it shall notify the applicant, stating the reasons, to make corrections within thirty days; if the applicant fails to make corrections, or the corrections are incomplete, upon expiration of that period, the application shall be rejected.

直轄市、縣（市）主管機關對於土石採取許可之申請，應就其提出之各項書件、圖說審查，如記載不完備者，應附理由通知申請人限期於三十日內補正；屆期不補正或補正不完全者，駁回其申請。
