Authority of local government agencies conducting non-gratuitous rationing:1. Municipal and county (city) governments shall, as per planning of the competent authorities, be responsible for the following preparatory work and include such in the Implementation Plan for preparation.(1) To plan application, collection, transportation, distribution, receiving, storage, issuance and safeguard of non-gratuitous rationing items.(2) To complete Annual Estimates of Quantity and Amount of Non-gratuitous Rationing Items (Schedule 2), Household Non-gratuitous Rationing Record Sheet (Schedule 3), Government Invoice/Delivery Note of Non-gratuitous Rationing Items (Schedule 4) and Estimates of Recipients (Schedule 5).(3) To establish and manage non-gratuitous rationing stations and personnel thereof and check reasonableness between operation capacities and staff disposition in a rolling manner.(4) To conduct drills.2.
