Statute of Progressive Execution of Penalty Article 34
Level 1 prisoners shall be allowed to elect among themselves representatives who shall aid the maintenance of general discipline and express their aspirations on their behalf.Prisoners may elect to a maximum of three representatives and submit names of the representatives to the warden for confirmation.

第一級受刑人，為維持全體之紀律及陳述其希望，得互選代表。
