A person who intent to make a profit operates a prize-giving savings business or issues lottery tickets without permission of the government shall be sentenced to imprisonment for not more than one year or short-term imprisonment; in addition thereto, a fine of not more than ninety thousand dollars may be imposed.An agent who acts as an intermediary in a prize-giving savings business or in the sale of lottery tickets as specified in the preceding paragraph shall be sentenced to imprisonment for not more than six months or short-term imprisonment; in lieu thereof, or in addition thereto, a fine of not more than thirty thousand dollars may be imposed.

意圖營利，辦理有獎儲蓄或未經政府允准而發行彩票者，處一年以下有期徒刑或拘役，得併科九萬元以下罰金。
經營前項有獎儲蓄或為買賣前項彩票之媒介者，處六月以下有期徒刑、拘役或科或併科三萬元以下罰金。
