The Arbitration Law of ROC Article 12
Where the arbitrator has not been appointed within the time period specified in the first paragraph of the preceding Article, the requesting party may apply to an arbitration institution or the court to make the appointment.Where the arbitrator has not been appointed within the time period specified in the second paragraph of the preceding Article, the requesting party may apply to the court to make the appointment.

受前條第一項之催告，已逾規定期間而不選定仲裁人者，催告人得聲請仲裁機構或法院為之選定。
受前條第二項之催告，已逾規定期間而不選定仲裁人者，催告人得聲請法院為之選定。
