Act to Implement the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights Article 8
All levels of governmental institutions and agencies should review the laws, regulations, directions and administrative measures within their functions in accordance with the provisions of the two Covenants. Whenever incompatibility occurs, they should enact new rules, amend, abolish the conflicting rules, or improve the administrative measures within two years after the Act enters into force.

各級政府機關應依兩公約規定之內容，檢討所主管之法令及行政措施，有不符兩公約規定者，應於本法施行後二年內，完成法令之制（訂）定、修正或廢止及行政措施之改進。
