The Act of the Establishment of Juvenile Reformatory Schools and Enforcement of Education Article 83
After the Act is enforced, the Ministry of Justice may complete the establishment of Reformatory Schools with regard to the present juvenile reformatory schools and juvenile prisons within six (6) years in stages.
