A Fund is categorized as a special fund as specified in Article 4, Paragraph 1, Subparagraph 2 of the Budget Act, with subordinate unit budgets compiled. The Ministry of Education is the competent authority and the Ministry of Education K-12 Education Administration is the managing agency.
